I believe the answer to that question is: BOTH. It's a religion & a political movement.

If that is true, shouldn't USA law recognize that Islam is a political movement?

Would it be best to DEFINE Islam as a political movement in a Constitutional Amendment? That Amendment might say something like the following:

US Constitution - 28th Amendment:
For all purposes related to United States law, Islam will be treated as a political organization. As such, all practitioners ofIslam will have all the rights and obligations that accrue to members of any other political organization operating in the United States.
This amendment makes no statement regarding the veracity of any Islamic beliefs. It only defines the manner in which all matters related to Islam and its adherents are treated under the laws of the United States.
